EU: Malta missed the water-plan timetable
Not yet checked Not yet checked
The claim
“Malta did not consult on, adopt or report the RBMP according to the WFD timetable.”
European Commission, Staff Working Document SWD(2026) 702 final, Malta (2 Oct 2026): 'Malta did not consult on, adopt or report the RBMP according to the WFD timetable.' The document says Malta's single national river basin management plan was published in March 2024, against a reporting deadline for third plans of March 2022, and that integration between the Water Framework, Floods and Marine Strategy Directives is 'insufficiently described'.

Context
The WFD sets six-year cycles for river basin management plans; the third-cycle plans were due in 2021 (adoption) with reporting in March 2022 (as the document states). Malta's plan was published in March 2024 according to the document. Whether the delay was by weeks or years for consultation and adoption separately is not stated in the passage; the Energy and Water Agency publishes the plan and consultation dates. The Commission's July 2026 infringement package also opened a case on water permits (INFR(2026)2115; see CC-101).
Limitations
Candidate from the weekly intake of 18 Oct 2026. The claimant is the Commission; the checkable parts are the dates. A late plan says nothing about the quality of its content, and the check should not infer it. Same source document as CC-127; related to CC-101, CC-118 and CC-009 in subject.
What it will be tested against
WISE/EEA reporting dates for Malta's third RBMP; Energy and Water Agency consultation notices and the adoption notice (dates); WFD Article 13 and 14 timetable; the Commission's WFD implementation report; compare with other Member States' lateness in the same SWD series.

Linked directly 3
Claims that share a theme with this one. A theme is a cause, a mechanism, a target or a way of presenting figures that the editors have found in several claims; its strength says how close the link is.
EU findings of unmet obligations Shared mechanism · Weak (indicative)
Commission documents record Malta missing an EU environmental obligation: water-permit controls (CC-101), recycling targets (CC-117), the river basin plan timetable (CC-128) and the update of the air pollution control programme (CC-129). Indicative until a report tests what each finding rests on and whether it has since been closed.
