Pledges

Pledges

A pledge is a promise of future action, so it gets a label instead of a verdict: whether it can be measured and, if so, how it is going. Every label carries an as of date, the date of the evidence behind it.

See the pledges over time in Explore: one lane per party and one for commitments made in office, each pledge on the date it was made with a bar to its deadline, and a line from a pledge to the earlier one it carries forward (red where the earlier one was not met).

By election and party

Every party that contested each general election, in alphabetical order. A cell gives the number of pledges listed from its programme, the pledges checked so far, the listed pledges linked to another pledge, and any outlier. Commitments made in office have their own column.

What each programme promised, by subject

Every pledge in the manifesto list placed under one of 12 subjects, a taxonomy drawn up from the pledges themselves (each placement read by a person). The deeper the shade, the more pledges; hover over a number for its subtopics, or press it to read the pledges. A party with more pledges on a subject has not necessarily promised more: programmes differ in length and in how finely they split a promise.

Promised again? Similar wording in 2022 and 2026

For the parties with a programme at both elections, each 2026 pledge is compared with the party's own 2022 programme. Found automatically and not yet reviewed: similar wording is a lead, not a link. A pledge can carry an earlier one forward in new words (and score low), or share words with a different promise (and score high). Only a person's reading makes it a link, which then appears in the grid above and on the claim pages.

ADPD 34 strong · 7 possible · 47 none, of 88
Labour 14 strong · 51 possible · 40 none, of 105
Nationalist 0 strong · 24 possible · 72 none, of 96

How close two programmes' wording is depends on how they are written as well as on what they promise. The Nationalist Party's 2026 programme was published as web chapters, in a different structure from its 2022 document, and wording alone cannot tell a promise rewritten from a new one. These counts do not measure how many promises a party repeated, kept or dropped.

The labels

Not measurable
the pledge as worded has no definition, baseline or date against which delivery could be checked.
Not yet due
the pledge is measurable, its deadline or term has not passed, and no progress data have been published yet.
On track
published progress is at or ahead of a straight-line path (or the pledge's own milestones) to the target by the deadline.
Off track
published progress is behind that path, and the target has not yet been shown to be met or missed.
Met
documents or data show the target was reached, by the deadline if one was set.
Missed
the deadline or term has passed, and documents or data that can be shown say the target was not reached.

A check of a pledge alone shows only its label. A check that also tests factual statements keeps its verdict for those and shows the label beside it. Decided on 5 October 2026; see the Pledges section of the verdict scale.

Outliers

The usual chain runs from a campaign promise to a commitment in office to an outcome. An outlier breaks that chain. Each is stated as a finding with the record it rests on, never inferred from a gap, and never about motive. The rules are in the Outliers part of the verdict scale.

Recycled (1)

The same promise made again in a later election while the earlier one was not met. Applies to every party.

  • Labour Party 2026 manifesto, no. 16.1 (Work on Malta's first offshore wind farm has begun; operator interest is being assessed; work on 300MW of installations to start in coming years; in the manifesto list, not checked)
Also promised earlier: CC-029, First offshore wind farm (government commitment, 2022–26, Off track).

Drift (0)

A commitment linked to an earlier promise, but changed from it: a target lowered, a deadline moved, the scope narrowed or the measure changed.

None recorded yet.

Unanchored (0)

A government commitment with no earlier pledge behind it. Shown only after a recorded search of the manifestos.

None recorded yet. A commitment is listed here only after a recorded search finds no earlier pledge.

Dropped (0)

A campaign pledge of the governing party with no follow-up in office. Shown only after the legislature has ended and a search is recorded.

None recorded yet. The 2022–26 legislature has ended; the check of the governing party's 2022 pledges for a follow-up in office has not been done.

Carried forward (7)

Not outliers: a commitment that takes forward an earlier pledge, as recorded. Shown so that the chains can be followed, and on the pledges timeline in Explore.

From promise to outcome

Not drawn yet. A programme's flow appears here once every pledge listed from it has been checked for a follow-up in office, so that a pledge not yet checked is never shown as if it had been dropped. No programme has been fully checked so far.

The manifesto list

So that pledges can be linked across elections, Miżien keeps a light list of the pledges in each programme: the whole of every environment chapter and every climate and energy chapter, for every party that contested the election, to the same scope. Each is a summary in our own words with its number and page. Most have not been checked; a listed pledge carries no label until it is.

Overlapping pledges

Pledges overlap when they are listed as overlapping, share a theme, or are on the same subtopic. Overlapping pledges are worth reading together, for example when two parties promise to tackle the same problem.
