Din l-Art Ħelwa: Excelsior extension harms the bastions

Not yet checked Not yet checked

The claim

Din l-Art Ħelwa (appeal against the Planning Authority's approval, reported 8 Sep 2026): the six-storey, 77-room extension to the Grand Hotel Excelsior, Floriana, has an 'unacceptable visual impact' on the Grade 1 scheduled historic bastions, affects the Area of High Landscape Value of the harbour fortifications, and removes over 1,200 square metres of open space.

Context

The Planning Authority approved the extension by nine votes to two. A Heritage Impact Assessment found moderate adverse visual impacts from viewpoints across Marsamxett Harbour (Msida, Ta' Xbiex) but judged the overall effect on Valletta's World Heritage status acceptable; the Superintendence of Cultural Heritage, UNESCO's World Heritage Centre and ICOMOS are reported to have endorsed its findings (MaltaToday, reported). An earlier 99-room scheme was judged unacceptable by the Design Advisory Committee and the Superintendence and was reduced to 77 rooms. The developers cite conference-tourism demand.

Limitations

Candidate from the weekly intake of 11 Oct 2026. Sub judice: science only. The appeal is before the Environment and Planning Review Tribunal; check only the heritage, landscape and measurable facts, with no legal commentary. 'Unacceptable' is the NGO's judgement; the checkable parts are the designation, the open-space area and the assessed visual effects. Overlaps in subject, not claimant, with CC-116, CC-065 and CC-066.

What it will be tested against

The Planning Authority case file (PA/ reference to record): heights, photomontages, Heritage Impact Assessment, Design Advisory Committee minutes; Grade 1 scheduling of the Floriana and Valletta fortifications (Cultural Heritage register); the Area of High Landscape Value designation in the applicable local plan; the open-space area removed, measured from the plans; UNESCO and ICOMOS documents on the nomination extension.
