Momentum's own press release (9 Jan 2026, partitmomentum.org) was read in full: it opposes 'a development of up to twelve storeys on the Calypso Hotel site in Marsalforn' that 'marks another step in the steady erosion of Gozo's character and skyline', says 'no comprehensive capacity assessment has ever been carried out' for Gozo, and says the PN leader 'has publicly stated that Gozo, too, should have high-rise buildings'. The Gozo Regional Development Strategy (GRDA, Sept 2023, read) lists 'Re-visiting Gozo Carrying Capacity' as an action and calls for efforts 'towards assessing' stress points on infrastructure: consistent with no completed assessment but not proof of absence. Not testable from readable sources: the application itself (heights, status), the Gozo height limits and 2014 FAR policy, and the PN leader's statements and later correction (all behind refused hosts or second-hand). Version 1.1: corrections: Corrections: (1) Sentinel-2 values recomputed with the reflectance offset (BOA_ADD_OFFSET −1000, processing baseline 04.00 and later) that 1.0 omitted, which had pulled NDVI towards zero. Zone winter NDVI before the gravel 0.37 / 0.47 / 0.38 → 0.53 / 0.67 / 0.57; rest of the park 0.39–0.40 → 0.65–0.68; winter 2025–26 zone 0.11 → 0.15, park 0.38 → 0.68; pre-gravel summers about 0.11 → about 0.15; winter ratio zone/park 0.99 → 0.88 before and 0.30 → 0.23 after (data/cc-012/checks.csv); zone brightness now in reflectance, May → Aug 2025 0.19 → 0.32 (1.0 gave raw values 2881 → 4191). Figures 1 and 2 redrawn; Figure 1 was washed out. Zone (2.8 ha) and scene set (199) unchanged. (2) “Two normal winters” corrected to three (2023, 2024, 2025); “level with the rest of the park” changed to “close to”. (3) Removed the unsourced statement that Summer Daze took place in August 2026. (4) “What would move it down” rewritten: Contradicted is already the lowest rating.
